Donald Henderson Clarke finished his novel Millie during summer 1930. The novel was first offered to Metro-Goldwyn-Mayer, who passed on it due to its racy content
Charles R. Rogers produced this as an independent film but sold the distribution rights to RKO after he was made chief executive of RKO-Pathé in January 1931.
Anita Louise plays a 16-year-old in the film; she had actually just turned 16 when the film was released.
